The manufacturer's usage instructions exceeded the prescribed ingredient usage scope for cosmetics. CI 61585 is a permitted coloring agent for cosmetics, with a usage scope limited to "cosmetics that only temporarily contact the skin. 
 
The Administrative Penalty Decision （issued by the Shanghai Municipal Drug Administration on 29/02/2024） stated : Weilan Soft Moisturizing Fragrance Hand Cream (Mist Clear Tea) (hereinafter referred to as "Weilan Hand Cream") was marked with the ingredient "CI 61585" on its packaging. The product usage instructions indicated: "After cleaning the skin of the hands, take an appropriate amount of this product and apply it evenly on both hands, massaging with your fingertips until fully absorbed." Thus, it does not fall within the usage scope of CI 61585.
