Special cosmetics and New cosmetic ingredients with high-risk must be registered by the department for Drug Supervision and Administration before they can be used for production, distribution and use in China. Special cosmetics shall be with flowing special effects : anti-corrosion, sun protection, coloring, hair dyeing, freckle removal, and whitening.
